Took out the 1/4″ drill bit. Put a bolt up through that hole in the 1X4 and put one 1.36″ 6061 hole on the bolt, then a washer and snugged down a bolt. Put a 1″ holes saw with no center drill in the drill press chuck. Hole saw will chatter but makes a washer that is 1.36″ OD and ~1.0″ ID. Requires some serious deburring.
